POLICY ON ANIMALS IN MUNICIPAL BUILDINGS
SECTION I AUTHORITY
Under the authority granted in 24 V.S.A., Chapter 33, Section 872, the Town
of Montgomery Selectboard hereby adopts the following policy regarding bringing
animals into Municipal Buildings.
SECTION II PURPOSE / INTENT
This Policy is adopted to maintain an environment in municipal buildings
and offices conducive to the needs of the users and workers. Animal
fears or phobias, allergies (which can result even after the animal is no
longer present), and the difficulty keeping animals under control, can create
situations counter to the safety or comfort of employees and the public.
All employees and users of municipal buildings should be able to use these
buildings without those concerns.
SECTION III DEFINITIONS/APPLICABILITY
1. This Policy applies to anyone who works in, or uses, any municipal
building in Montgomery.
2. This Policy includes:
The Town Office Building (which includes the Montgomery
Center Post Office)
The Town Hall (Grange)
The Public Safety Building and Library
The Recreation Center Building
The Town Garage
The Future Water Treatment Facility
3. This Policy does not apply to animals certified, and used, for assistance
to the disabled such as seeing eye dogs.
SECTION IV SPECIFIC PROVISIONS
1. Animals are prohibited in municipal buildings in Montgomery.
2. The Selectboard may grant exceptions for specific events. On occasions
where the Board may grant an exception, such as performance in the annual
variety show, or rabies clinics, the animals must be under the control (leashed
or crated) of the owner. Dogs must be on a leash at all times as governed
by the Town Dog Ordinance. Animals must be licensed, and have evidence
of State required vaccinations as applicable.
SECTION V AMENDMENTS
This policy may be amended by a majority vote of the legislative body
at any duly warned meeting, providing the subject appears on the agenda for
that meeting.
SECTION VI NOTICE
1. This Policy shall be entered into the minutes of the Town records and
shall be posted in at least three conspicuous places in Town.
2. A reference to a place within the municipality where the full text may
be examined, shall be posted also.
