UN APPROVED MINUTES

Select Board members present:  Ken Cota-Chairman, Scott Perry-Vice Chairman, Gary Marrier, Tosca Smith, and Mark Brouillette.

Also present:  Vernon "JR" Hamel, Rita Tatro,and Jeannine Poirier, Water Board, and Ken Trask, Leach Engineering, Wayne Hurtubise, Dennis Williams, Ray Giroux.

Ken called the meeting to order at 8:47 a.m.

1.  Minutes: No minutes were pending.

2.  Water Project:

A.  Wayne Hurtubise spoke to the Board regarding use of the Jewett Property which is under lease to him for one more year.  The Board asked, and he agreed to farm the land the same as last year, that is just the lower field since the upper field is the site of the new municipal well.  Access across the upper field was granted which will be necessary due to the State's work on the westernmost concrete bride on Route 118.  An item dealing with future lease and compensation of this Town land will be added to the next regular meeting on the 17th

B.  Interview Session One:
Williams Interview:  The Boards met and interviewed Dennis Williams who is interested in contracting his services as Montgomery Municipal Water System Operator.
C.  Financial Review:  Ken Trask and the Board reviewed the latest spreadsheet.  We have gone over budget on the Preliminary Engineering and Environmental Report line of the budget, due mostly to EPA requirements for additional archeological documentation.  Ken estimates an additional $3,000 will be required and he is working with State contacts to get the additional documents.  On the plus side we will not need to spend the money budgeted for soil borings.  Scott will call Gary Leach to confirm there are no outstanding invoices.  

D.  Plans Review.  Ken Trask estimates plans are now 75% complete and is looking to go to bid in May or June with start of construction in July.  The Board reviewed Gary's questions and comments on the drawings provided at the March 14th meeting.  Ken T indicated the leach field on Mark's property would not be in the path of the Reservoir main.

E.  Interview Session Two:  
(note Gary Marrier recused himself from interviews and any Board discussion related to hiring a new municipal water system operator)
1)  Giroux Interview:  The Boards interviewed Ray Giroux who is interested in employment as Montgomery's Municipal Water System Operator.

2)  Chevalier Interview:  Dennis Chevalier's interview was rescheduled for April 17th at 7:00 p.m. 
 

3)  
Marrier Interview:  The Boards interviewed Gary Marrier who is interested in employment as Montgomery's Municipal Water System Operator.
3.  Other:  JR informed the group that Dan Scott, Scott Construction, had agreed to come repair the leak in the Village and would be back in touch with him to schedule a time.  Town reps will be there to observe, and take possession of any pipe/material removed.  

4.  Tosca made a motion to adjourn the meeting, Scott seconded the motion and it passed 4-0 in favor (Mark had to leave the meeting at 11:15).  The meeting was adjourned at noon.
